Conditional vs Unconditional Offer: What the Saudi Scholarship Accepts

A conditional offer is a university admission offer that only becomes active once you meet the conditions listed in the offer letter, usually an English score, your final academic results, or missing documents. An unconditional offer means you have already met every requirement and can accept straight away. Saudi Arabia’s King Salman Scholarship Program (برنامج خادم الحرمين الشريفين للابتعاث) requires an unconditional offer in all its tracks, so a conditional offer is a step on the road, not the destination.

What exactly is a conditional offer?

A conditional offer letter says: your place is held if you complete what is missing. The University of Sydney defines it as an offer that makes you eligible for a firm offer once you meet the conditions listed in the letter, such as completing your current studies or meeting the English language requirement, according to the University of Sydney as at 14 September 2026. RMIT describes it as an offer "subject to meeting all the conditions in your offer letter", which may include evidence of English proficiency, academic transcripts and graduation certificates, according to RMIT University as at 14 September 2026.

The usual conditions in an offer letter

• English language: the most common condition. The University of Sydney’s standard minimum is an overall IELTS 6.5 with no band below 6.0, some faculties ask for more, only the Academic test is accepted, and the result must be no more than two years old at course commencement, according to the University of Sydney as at 14 September 2026. Check the current figure for your course on the university’s website.
• Final results and transcript: if you are in your final year, the university requires the completion certificate and final transcript; where the offer is conditional on maintaining your grades, you upload results so the GPA can be recalculated, according to the University of Adelaide as at 14 September 2026.
• Certified documents: certified copies of originals; an education agent is authorised to certify academic documents, according to the University of Adelaide.
• Genuine Student requirement: some universities make it a condition of the offer itself, asking for your current circumstances, study history and any gaps, according to the University of Adelaide. It is the same requirement the Department of Home Affairs applies to student visa applications lodged on or after 23 March 2024, according to the Department of Home Affairs.

What is an unconditional offer?

It is the offer with nothing missing. The University of Sydney says the letter states it clearly at the top and that your application has been successful, according to the University of Sydney. RMIT calls it a full offer: "you have met all admissions requirements for your chosen course and have been offered a place", according to RMIT University.

Two steps follow: accepting the offer and paying the tuition deposit plus Overseas Student Health Cover (OSHC), then issuance of the electronic Confirmation of Enrolment (eCoE), which may take 2 to 10 working days depending on the payment method, according to the University of Sydney as at 14 September 2026.

Packaged offers

If your English score is below the requirement, the university may issue a conditional offer packaged with an English language preparatory program, according to the University of Adelaide. RMIT explains that a package combines two or more courses in one offer (English for Academic Purposes, Foundation Studies, then the degree); you must complete the first course and meet the entry requirements of the next before progressing, and once you accept an unconditional packaged offer the university issues a CoE for each course in the package, according to RMIT University.

Is a conditional offer enough for the Saudi scholarship?

No. The Emdad track condition reads: the offer must be "final and unconditional" and issued by the admissions office of an approved university on the program’s list, according to the Saudi Ministry of Education as at 14 September 2026. The same wording appears for the Arruaad track, and the program’s FAQ confirms that all tracks require a direct unconditional offer.

The only exception the Ministry mentions: the offer may be conditional on language study in non-English-speaking countries, with the program covering that preparatory year, according to the Saudi Ministry of Education. Australia is an English-speaking country, so the exception does not apply. In September 2022 the Ministry confirmed that applying requires an unconditional offer from an approved institution, while allowing more than one application across tracks, universities or majors, as reported by Okaz on 12 September 2022.

What does this mean for the student visa (subclass 500)?

The visa is not built on the offer letter, whatever its type, but on the Confirmation of Enrolment. The Department of Home Affairs requires a CoE for every intended course at the time of application, according to the Department of Home Affairs as at 1 July 2026. Alongside it you need:

• Your Genuine Student responses inside the application form, limited to 150 words per response and written in English, supported by documents, according to the Department of Home Affairs.
• Evidence of financial capacity; the minimum stated in the Australian Government’s guide is AUD 29,710, according to Study Australia as at 14 September 2026.
• The visa application charge, which rose from AUD 2,000 to AUD 2,500 from 1 July 2026, according to Study Australia on 3 July 2026.
• Overseas Student Health Cover for the whole stay, according to Study Australia.

How does a conditional offer become unconditional?

1. Read the conditions word for word. The University of Sydney lists them on page 3 or 4 of the letter and asks for exactly the evidence named there, according to the University of Sydney.
2. Close the English condition first. Book an approved Academic test and make sure the result will still be valid when your course starts.
3. Prepare the final certificate and transcript as soon as they are issued, certified, and translated if they are in Arabic.
4. Prepare your Genuine Student file if the university asks for it: your circumstances, why this course, and your ties to home.
5. Upload the documents through the university’s online application system or via your education agent; the application is reassessed and an unconditional offer of admission is issued with acceptance instructions, according to the University of Adelaide.
6. Accept the offer and pay the deposit so the CoE is issued.
7. Apply for the scholarship through the Qabul platform using Nafath, with your national ID, passport, certified graduation document and transcript, according to the Saudi Ministry of Education as at 14 September 2026. Then lodge the visa.
