Who sponsors a teaching assistant or lecturer?
The sponsoring body is the university that employs you, not the Ministry of Education directly. The scholarship decision is issued by the University Council on the recommendation of the department council, the college council and the scholarship and training committee, and it specifies the degree and the general and specific field, according to the (as at 14 September 2026).
Because each Saudi university issues its own executive rules, details vary slightly. The framework below is common to them, but always confirm with your university’s scholarship office before you start.

What are the university requirements?
The ranking condition
The core rule: the overseas university must appear in one of four approved rankings, the Academic Ranking of World Universities (Shanghai), QS, Times Higher Education and U.S. News, according to the (as at 14 September 2026). The same rules exempt Sharia, Arabic language and medical fellowships from the ranking condition.
Why the top 100 matters
Some Saudi universities cap how many staff from one department may study at the same overseas university at the same time, and raise the cap when that university is in the world’s top 100. Under the, for example, no more than two teaching assistants from one department may study a master’s at the same university at once, rising to three if the university is in the top 100; no more than three lecturers may study a PhD at the same university, rising to five in the top 100 (as at 14 September 2026). The university must also not be closed or suspended for overcrowding.
The practical takeaway: the higher the ranking, the fewer administrative hurdles your application meets and the more room your department has to recommend you.

How do you build a PhD application in Australia?
An Australian PhD is a research degree of three to four years ending in a thesis of 40,000 to 60,000 words, with entry via a Bachelor (Honours) with a research component or a master’s degree, according to Study Australia (as at 14 September 2026). Because it is research-based, the offer starts with a supervisor, not with the application form.
Application steps
- Define your research area precisely and write a two- to three-page draft research proposal: the question, the gap and the method.
- Find a supervisor in the target school. The University of Queensland states that you have to find a thesis supervisor before you apply, on its PhD program page (as at 14 September 2026).
- Email the supervisor briefly: who you are, why them specifically, the proposal attached, plus your CV and transcript.
- Once the supervisor agrees in principle, lodge the formal application through the university portal with your English test; UQ asks for IELTS 6.5 with at least 6.0 in every band for non-clinical fields on the same page (as at 14 September 2026).
- Receive the offer and hand it to your university’s scholarship office so the scholarship decision and financial guarantee can be completed.
What the supervisor is looking for
A clear project inside their field, an applicant who knows their publications, and secure funding. This is where a sponsored teaching assistant or lecturer has an edge: the sponsoring university issues a financial guarantee, and describes two kinds, a preliminary guarantee for correspondence with the university and a final one for the visa (as at 14 September 2026).
