What is Safeer 2 and why does every application go through it?

Which documents are uploaded to Safeer before the stages start?

• A copy of a valid passport.
• A copy of the previous qualification and, if it was earned outside Saudi Arabia, the equivalency decision.
• The official unconditional offer letter, clearly stating the major, the course start date and the university name.
• A copy of the academic transcript, the official enrolment letter and the student visa, if you have already started studying.
• A registered national address.

Note the word "unconditional". A conditional offer (one that still depends on an English test or a missing document) does not satisfy this step, and it is the most common reason an application is sent back to document checking.

What are the stages of a scholarship application in Safeer 2?

How long do the stages take?

The Ministry does not publish a fixed duration for each stage; checking times vary with how complete the file is and the application season. What the Ministry does publish is that selection results are announced in four windows during the year: the first in June, the second in July, the third in October and the fourth in December (Ministry of Education – Scholarship services, as at September 2026). Align your submission with your course start date, and check the current round’s dates on the Safeer 2 portal before you pay a tuition deposit or book accommodation.

What happens after the scholarship decision is issued?

The decision is not the end of the journey; it opens a short administrative phase that ends with you in class. The order, as the Ministry describes it (Ministry of Education – Scholarship services, as at September 2026):

1. Handover to the Cultural Mission: after the decision, your application is delivered to the Cultural Mission supervising the country of study, in your case the Saudi Arabian Cultural Mission in Australia, with its three departments: student services, financial affairs, and attestation and equivalency.
2. Complete the study plan in Safeer 2: the study stage (English, bachelor’s, master’s or PhD) and its semesters.
3. Request the detailed financial guarantee: the Ministry states that the detailed financial guarantee can be applied for after the scholarship decision is issued.
4. Student visa (subclass 500): applications from foreign government scholarship students fall under Priority 1 in the order of processing offshore student visa applications under Ministerial Direction 115, which applies to applications lodged from 14 November 2025 (Department of Home Affairs – Student visa processing priorities, as at September 2026). 3. Choose the study stage for which you want the guarantee; the system shows the stages already added to your plan.
4. Select the semester, then submit the request to the Cultural Mission.

The guarantee is issued for a specific study stage, not for the whole scholarship. If you move from English to a bachelor’s degree, for example, the first step after the new admission is to update the plan and request a new guarantee. The Mission’s processing time for guarantees is not published; check it in your account or through the Mission’s channels.

What delays an application in Safeer 2?

• A conditional offer instead of the unconditional offer the Ministry requires (Ministry of Education – Completing the form, as at September 2026).
• A university or major outside the track’s list; the Al-Ruwwad (Pioneers) track, for example, is limited to the world’s top 30 institutions, while the Imdad and Research and Development tracks are limited to the top 200 (Ministry of Education – Conditions, as at September 2026). • A qualification earned outside Saudi Arabia without an equivalency decision.
• An offer letter that does not state the major or the start date clearly.
